Darwin was hardly an outlier in this belief. Doctors of the time also assumed babies were not conscious, and that assumption shaped their care of babies for generations. During surgery on newborns, for example, it was common not to use anesthesia; the drugs might damage a young brain — if babies weren’t conscious, what was the value of making them unconscious? As recently as the 1980s, doctors routinely withheld anesthesia from newborns, seeing no benefits that might offset the risks.

Doctors have since reversed this practice, as the study of babies has matured. More recent research has found, for instance, that newborns process pain signals in many regions of the brain, suggesting that their experience is similar to that of older children and adults.

It reminds me of how vehemently women reacted to the transition to the Internet. They were afraid of getting stalked. Tim Berners-Lee's graphical user interface, aka GUI, for the web. Rather than reading a description of the red dress on sale at X, they could see it. And buy it. That changed all.

I truly don't understand why anyone needs to "evaluate whether wildlife crossings could help reduce wild-vehicle collisions and improve safe passage for wildlife" -- and humans -- at this point. Seems like wasted tax money and a delaying tactic?
