Mature Decisions recommends a review of the purpose and adequacy of state pension and pension-age benefits. Recommendations to support those most at risk under the current system include: - Raise the state pension for older pensioners - Raise benefits for couples - Use technology to raise take-up

Benefit inadequacies

77 per cent of pensioners in poverty receive neither Pension Credit nor Housing Benefit.

Many poor pensioners would not qualify for support - especially if in a couple. 700,000 pensioners in poverty have incomes above the threshold that would qualify them for Pension Credit. And half a million housing benefit recipients get too little to cover rent.
