This is demonstrably, measurably improving the health of the people who live there. Most notably, it increases the respiratory *& cognitive* health of children. They literally do better in school. I got a fun little book of essays called how to spot a fascist by Umberto Eco and he describes this in 'Ur-Facism' - Fascism is rooted in a cult of tradition, there can be no advancement or learning, therefore it's full of contradiction. Learning from mistakes is emasculating for facists.
