Well the first part of that is generally correct in some cases for sports and state employees. This just means someone somewhere needs to separate those agencies. Its not really the case for college stadiums tho. Schools upgrade facilities its not the same as billionaire pro sports leagues.

And there's def a large chunk of money being made by revenue generating college sports. So much money that they fought tooth and nail not to share it with the players themelves. "Minor league" football exists and it doesn't generate interest/revenue because fans view it as inferior.

In football the NFL isn't really taking chances on kids jumping to the pros after 1 year of college. There is a famous case not that long ago of a kid trying it because he'd gotten into legal trouble after his freshman season and that didn't work out. Also the NFL would like to not kill kids.

MLB will draft HS kids but still STONGLY ADVISE that they do some college or minor league ball. Very few skip the minors. I think Ken Griffey Jr., possibly be best to ever play, spent a very short amount of time in the minors. He entered MLB at 19.

In most pro sports we have rules in place that limit the age at which once can enter that sport. In Basketball for example, there is now an age limit that means you have to do one year of college. There was a time when a few standouts went straight to the NBA but very few were successful.
