Free: what kind of market is that? Attend and find out. In a world that’s in a bad place, good to have conferences with baby changing facilities, hearing loops and accessible parking as standard offers. We’ve come a long way in some ways since 1776, not that resting on those gains is safe.

Some of the reactions going around to this story surely give a little pause for thought. It is quite obvious that nobody at Exeter would be ‘training’ members of the Saudi armed forces. You’d hardly hire a British academic for that. If this is an ‘educational’ contract, then one might think it a

There is probably a visibility dimension to this swell, in the sense that actions in remote/hostile environments produce lower chances of witness testimony (or witness testimony that is believed/considered)

Yes I was very sorry to miss the conference. That dynamic is well covered in Hull's Scrap of Paper and elsewhere, too. Rather than the divide being 'naval' I think that there is something in the extent to which interaction between humans and reciprocal violence is at the core of it (and that

whether an act was legal was a serious preoccupation of contemporary militaries - at least when discussed in an abstract classroom setting. That is, of course, not the context Kim has in mind

David Morgan-Owen @dmorganowen.bsky.social · 28/08/2026
I think this is key. In many ways you can read the 'hybrid war' moral panic in Western military discourse now as reflecting an almost credulous attitude to the idea that an adversary would not be bound by the same legal tenets as oneself. It is anec-data, but I would say that a concern with

I'm sure others who are much more legally fluent than I could expand on this, but it also depends on what you mean by 'law'. In a broader normative sense acting within the law is self-interested insofar as it communicates a desire to be treated reciprocally in similar terms - I abide by a code

One can call to mind instances where questions of law and the instrumentality of a military act were inescapably linked; for example a FWW submarine commander choosing whether to launch a torpedo to sink a ship. An 'illegal' act, ie sinking a ship without warning, was also potentially deeply

Im ignorant of the specifics, but this seems like such a dubious proposition. Some of this work will be sub contracted out (to universities and others) and other parts of it is surely delivered by former civil servants anyway. Why not bring this back in house and/or pay universities?
