Perhaps blanket pardons should be per se void? And no pardon is valid unless tailored and explained? "You're pardoned, whatever you happen to have done" hardly seems like a pardon for offense. But that would have blocked Carter's pardon to VN-era draft resisters — not to mention many of Biden's.

IIRC there was an episode of Téa Leoni's _Madam Secretary_ TV series where the electrical grid in some Russian city (Moscow?) suddenly went 100% dark after the regime had perpetrated yet another outrage. But US/Europe would be vulnerable to a counterstrike.

You seem to be unconsciously assuming that "the whole loaf" **as you define it** is something you're entitled to _demand_ that the rest of us support. The half-a-loaf view is that sometimes victories must be won w/ patience & persistence to give people time to _gradually_ change their views.
