Many tenants are currently on rent strike because Buwa has stopped doing any repairs since the February 2026 fire in the building. In live court, Buwa admitted that he has purposely refused to do repairs to push tenants out of the Delta Pearl building.

At Delta Pearl, management claims that repairs can’t be made because tenants are not paying rent. Yes DC agencies have confirmed that ⅔ of the building is currently vacant. Most existing tenants have housing vouchers, so DC is paying ~$2000 per unit every month.

The case names Buwa Binitie, manager and owner of Delta Pearl, who has long neglected his buildings and tenants, intentionally mismanaging his apartments, openly admitting to refusing to do repairs, and barring organizers and tenants from his buildings.

With these funds, the CFO is expected to certify DC's contingency budget list containing funding for essential programs to support our community's health, wellbeing, and dignity.
