100% accurate. The proposed Return Regulation doubles down on the current Directive's (and its long-stalled recast's) coercive and punitive approach, while watering down protective measures and human rights safeguards that were already scarce. This is why Impact Assessments are crucial.

@ceps.eu's DEI committee is organising its first ever session at #CEPSlab2025! In 2019, a 'Union of Equality' was listed as a top priority by the @ec.europa.eu. Yet the new EC doesn't have a Commissioner exclusively responsible for equality anymore... So, what's up with the EU's equality framework?

Not toot my own horn again (or our horn, really) - but this is precisely what our recent @ceps.eu publication discussed. The DSA can only make a real difference if it is enforced properly and without exceptions.
'Concerning the area of ‘regulation’, the Commission must guarantee that the companies it relies on to implement some of these measures also adhere to the law and broader EU Treaty principles in their own conduct. More precisely, whether the DSA is truly a groundbreaking instrument hinges on the unyielding commitment to strictly enforce its rules.

In broad terms, no private entity must be allowed to derogate from EU law and they must, as the DSA prescribes, establish mechanisms that meaningfully allow users to seek redress or come forward in case their rights or those of others have been violated.''Overall, the fact remains – these tech giants have grown enormously not just in wealth but also influence. Platforms like Facebook and X host a tremendous amount of information, some useful, some verifiably false, but the promise of virality, no matter the truth, can contribute to making or breaking the democratic process.

Though a decidedly thankless task, it comes down to the Commission to not only propose robust safety measures but to not waver in enforcing them. With the DSA, the EU has set out to tame the beast – and this undertaking’s success will largely depend on how well these measures are implemented and enforced. Otherwise, it’s hard to imagine a clean, fair and democratic electoral process upholding the rule of law and fundamental rights in our near future.'
