Daniel Summers @danielrsummers.bsky.social · 26/06/2026You could read this in a few ways, but it worries me primarily that this appears like an attempt to get out in front of more cases like the French doctor and what DRC may be anticipating in the form of travel bans. I'm not sure this order will actually affect whether other countries impose bans. 010
Daniel Summers @danielrsummers.bsky.social · 26/06/2026I'm not sure of the implications for evacuation, and what protocol would follow if and when int'l responders are found positive during this period in country. Ultimately however I think this will result in more deaths of HCWs and support staff than there would be otherwise. 110
Daniel Summers @danielrsummers.bsky.social · 26/06/2026I worry this will result in a significant chilling effect, where: 1.) people will lie 2.) affect willingness of int'l responders 3.) significantly stretch resources of already underfunded int'l responders This is not to mention already severely overburdened ebola treatment facilities in NE DRC 110

Daniel Summers @danielrsummers.bsky.social · 06/06/2026Decline in contacts per confirmed case is valid overall and derivative by new cases per day, so at the population level it might be good: faster primary case ID; or bad: trust issues, potential capacity limitations in follow-up contact ID after case interview, or any + external factor(s). 010
Daniel Summers @danielrsummers.bsky.social · 06/06/2026Big jump in confirmed Ebola cases in DRC, 381 ➡️ 452 today, driven largely by increased testing capacity in Ituri province. I've noticed contacts per confirmed case declining consistently since late-May, although contact tracing data only available for 71% of SitReps. 140
Daniel Summers @danielrsummers.bsky.social · 03/06/2026My interpretation of the data is the 206 patients in isolation includes 47 confirmed positives only (p.5). Of confirmed positives who haven't died, recovered, or are in isolation, I assume those are lab-confirmed cases where whereabouts/status may be known/unknown (if the former, not receiving care) 011
Daniel Summers @danielrsummers.bsky.social · 03/06/2026Updated with SitRep 19 data, suspected cases independent of care-statistics (patients in isolation) has dropped off the report so it's unclear whether this is tracked anymore. I'm afraid there may be a significant capacity issue in suspected case identification, bears out with contact tracing %: 031
Daniel Summers @danielrsummers.bsky.social · 03/06/2026This is I think a little irresponsible, WHO did not say that, this is simply a reflection of bringing testing capacity online. Daniel Summers @danielrsummers.bsky.social · 25/05/2026Wrote this thread last night to help add context and explain how the U.S. Ebola response is failing right now: 041
Daniel Summers @danielrsummers.bsky.social · 25/05/2026The U.S. government uses something called negotiated indirect cost rate agreements (NICRA) which define indirect rates for INGOs and NGOs for given one to multiyear periods. These are typically double or triple the OCHA cap. U.S. are saying, go deal with the UN and also good luck because many can't. 020
Daniel Summers @danielrsummers.bsky.social · 25/05/2026This is really getting into the weeds, but indirect is built in cost recovery on direct costs to support the essential functioning of a given organization. If an INGO or NGO can't absorb that relative reduction in indirect, then you can't accept the award = no emergency response. 120
Daniel Summers @danielrsummers.bsky.social · 25/05/2026The reason this matters is that awards under OCHA pooled funds cap indirect at 7% (typically major INGOs and NGOs are around 20%) which means organizations with the ability to mobilize and quickly resource a response are locked out if they can't lean on other non-donor funding streams. 120
Daniel Summers @danielrsummers.bsky.social · 25/05/2026Inflation adjusted figure is about $1.24B, but overall it seems like the US now is leaning hard on the UN system to channel funds to local/int'l partners through OCHA because they've destroyed their own capacity to do so. 120
Daniel Summers @danielrsummers.bsky.social · 25/05/2026Clarifies on past announcement that at least a portion of the funds under bilaterals (presumably with DRC and Uganda) went to non-UN partners though it's unclear how much and whether new/existing mechanisms?
