I really do try to patronize locally-owned businesses, but damn, they make it so hard. In my experience, the non-chain places frequently aren't open when their listed hours claim they should be, and are far less responsive to any sort of attempt to contact.

They can defund, yes. But this executive branch has shown a willingness to just use funds designated for one thing for a completely different thing, there's no remedy for that aside from impeachment and removal. I'm not saying you don't try anyway, but that it's not likely to succeed.
