The NYT piece is worth reading in full, because surveillance is ofc not the main concern or focus (nor should it be). The acts of service, and librarians' professional ethos of service, is critical, and this is a wonderful expression of that. A welcome light, especially in these dark times.
"A lady came in, and as you know, in public libraries, there are a lot of people who are homeless, so they just need a place to be. She comes into the central library and goes up to the information desk.

She has very interesting attire, and this big bag. She asks to see the head of the library. I was the head of the library. The librarian — and this is what they do — tried to get more information from the person. They said, “Well, what would you like to see her for?” She opens the bag and she puts out on the table an injured bird.

And the librarian says, “Oh, what would you like her to do?” And the woman said, “Somebody’s got to care.”

Which isn't to bag on libraries or librarians, of course – every time I "choose" to use Canvas for teaching, or Google Docs for writing, I'm similarly stuck – just to illustrate that the choices of individual professionals and individual institutions are not as liberatory as perhaps imagined.

So libraries - public or private, general service or research - might not be actively profiting from surveillance economy, but that doesn't mean they're not in it. Arguably, they are both product and customer: they supply raw material (the patrons, for surveillance) and pay for the privilege.

Then there's emergent surveillance tech, as libraries fall within the edtech space where some of the most invasive stuff gets deployed first. For example, our campus library a few years ago installed a tool that uses wifi signals to track occupancy... tracking bodies tied to devices, in real time.

For good public safety reasons, I would wager almost all libraries, of any kind, have internet-connected cameras; how many of them are tied into Flock systems, or other, similar surveillance networks? Ditto software on library computers; there are blockers and content filters on on those, too...

Like every other institution, US libraries don't control their "stack" – all non-physical media is provisioned through the same very large private content/database firms that *do* track and surveil users as part of their core business model.

Librarians are defenders of democracy. We’re defenders of the freedom to read. We’re protectors of patron privacy. Libraries are one of the few places in this surveillance economy that are not trying to collect and sell your data to come and use our facilities. And I find, increasingly, that librarians have to be advocates for our communities.

Beyond the usual suspects in rival charter-mongering US states, I'd be surprised if similar proposals weren't seeing attn in other islands in the archipelago of the "network state," e.g. UAE, Singapore, Caymans, BVI, etc. You're quite right that more details abt how broad the movt is, are needed.
