These horrifying tragedies are why I will continue to support @councilordunphy.bsky.social's proposal to end the concealed handgun license exception in certain city buildings. We cannot erase this tragedy, but we will do everything we can to prevent ongoing suffering.

Our children deserve classrooms filled with learning, laughter, and possibilities, not fear and violence. How many more families must be shattered by heartbreak before we address this crisis? Our response to this horror should not be only outrage. We need lasting action.

Three children and a teacher should be alive today. My heart breaks for the families whose loved ones will never come home, the survivors bearing unimaginable trauma, and the entire Bend community in mourning. No family should ever be forced to bear this kind of pain.

Neighborhood shops, cafes, & other small businesses are the heartbeat of our economy. That is why I introduced a plan to strengthen our economy. Our Fair Share Tax plan raises the city’s BLT exemption from $75,000 to $500,000 in annual gross receipts, qualifying 18,000 businesses for tax relief.

We have a policy proposal to support small businesses and address affordability, and to raise millions for things like parks, transportation safety, violence prevention, Portland Street Response, and summer programs for youth and seniors. Portlanders want this. Here are some powerful testimonials.

This is not a difficult choice. It’s a matter of priorities. We can make City Hall work for the people who sent us here. We can protect services Portlanders rely on, give businesses that need it a tax break, and make our tax system fairer. Join us: www.youtube.com/watch?v=sr-9...

We need a City where neighborhood businesses get breathing room, workers don’t carry all financial burdens, and mega-corporations contribute fairly to the city they profit from. It’s time to change how we respond to working people’s struggle. Austerity is not the answer.

Councilor Angelita Morillo @councilormorillo.bsky.social · 15/10/2026
The surtax on mega corporations applies to profits from doing business in Portland, not sales, hiring Portlanders, or whether a corporation has headquarters here. The Fair Share Tax addresses economic inequality by giving tax relief to businesses that need it.

This is common-sense legislation that will move Portland forward. We’ve heard all the narratives calling to reject this commonsense policy: “businesses will leave,” “Prices will rise,” “Jobs will disappear.” This isn’t true.

Today, the Fair Share Tax returns to the Committee of the Whole. We face a simple decision: keep the financial burden on working people and small businesses, or require large corporations with significant CEO pay gaps that have benefited from the Trump tax cuts to contribute their fair share.

The Fair Share Tax is a commonsense policy that incentivizes mega-corporations with extreme CEO pay gaps to reduce them and addresses the growing economic inequality that makes it hard for people to afford living in our city.

Councilor Angelita Morillo @councilormorillo.bsky.social · 13/10/2026
Austerity is a policy choice, not the only option. When a CEO makes 500 times what a typical worker earns, that is not just a pay gap. It shows an economy rewarding those at the top while workers struggle to afford basic needs.

Every budget season, working people hear the same message: There’s no money. No money for parks. No money for public safety. No money for services families rely on. But somehow, asking corporations with enormous CEO-worker pay gaps to contribute more is unreasonable.
1417
Councilor Angelita Morillo @councilormorillo.bsky.social · 13/10/2026
A neighborhood bakery shouldn’t carry the same tax burden as mega corporations paying their CEOs 100 times more than workers. Our Fair Share Tax would exempt 18,000 small businesses from the business license tax. That gives small businesses breathing room.
1354
Councilor Angelita Morillo @councilormorillo.bsky.social · 13/10/2026
Working people deserve a fair share. Portlanders pay more for rent, groceries, and utilities. Small businesses are fighting to stay open. Meanwhile, CEOs collect enormous paychecks. Why should working people keep carrying the burden while corporations pay less?

Our message is simple: Pay workers more, rein in excessive CEO compensation, or pay higher taxes to support the city you profit from. This is about fighting inequality, leveling the playing field, encouraging higher wages, and generating an estimated $72M annually to protect vital city services.

Councilor Angelita Morillo @councilormorillo.bsky.social · 08/10/2026
The Fair Share Tax would raise the Business License Tax exemption to $500,000 in gross receipts, eliminating the tax for about 18,000 small businesses. It would also raise the existing CEO Pay Ratio Surtax on about 405 publicly traded corporations with extreme CEO-to-worker pay gaps.

Working families are struggling with higher rents, food costs, & bills that keep rising. Small businesses are doing everything they can just to keep their doors open. Meanwhile, publicly traded corporations reward CEOs with enormous paychecks as our city faces cuts to vital services.

Today’s Fair Share Tax testimonies were inspiring and reminded us that we can make progress when we unite to address economic inequality. We deserve an economy that empowers working families and small businesses and strengthens our neighborhoods, not one that benefits only those at the top.

More than half of Americans live paycheck to paycheck. Starbuck's CEO took home $31 million - 1,794 times more their median worker. Live Nation's CEO made $33 million - 976 times the median pay. The system has been rigged against the working class, but the Fair Share Tax starts to change that.

Working families already struggle with high housing, food, and childcare costs, and many cannot afford basic necessities. When public resources are limited, further cuts, closures, and reductions in essential services should not be the default response.

Austerity should not be the only solution for working people. I stand in solidarity with the students, educators, and families opposing these closures. Families deserve a real voice in these decisions, and educators need resources to support our students.

Right now we have a Council that is reticent to say no to the police bureau on just about anything. Oversight is viewed as an attack rather than a partnership. The police bureau should not get to procure new technology without going through the Data Privacy Office, just as every other bureau can’t.

When I created Portland’s first Data Privacy Office it was with the intention of investigating any new technologies purchased by the city, or assessing new data collected. Until the office is implemented by the executive branch, PPB will get to pilot new tech with no oversight unless Council says no

Portland’s CEI Hub has 11 fuel terminals on land vulnerable to earthquakes. If a major disaster occurs, hazardous fuel could be released, threatening our neighborhoods, the Willamette River, & public health. The CEI safety concern extends beyond NW Portland.
