Your periodic reminder that the single greatest threat to democracy, transatlantic security/cooperation/prosperity, & European integration is neither Russia, nor China, nor any other external threat, but rather the authoritarian calls coming from inside the house.

I also interviewed people who came in on the parole program who were detained and signed these forms. Never gotten a chance to have their asylum applications— which many of them had— heard or given any credible fear screening.

I interviewed several people who were detained illegally— while they had active TPS— who signed these forms! This makes it impossible to contest illegal detention.

What the voluntary departure forms do is bypass both immigration court proceedings and expedited removal proceedings. No proceedings. Just waived rights.

For those without passports, ICE uses form I-269, “Certificate of Identity for Departure from the United States,” basically an expulsion document.

This is the same thing that was done to Central Americans in the early 1980s and was the whole reason for the Orantes Hernandez litigation back then. It’s due process and access to asylum unraveling in real time. Orantes for those interested: en.wikipedia.org/wiki/Orantes...

To be clear, this is not voluntary departure granted by an immigration judge— which itself can be coerced. They didn’t even get a hearing with a judge: just a form from ICE “I-210 Voluntary departure and verification of departure”

The “voluntary departure” orders are an absolute scandal. You detain someone illegally. Conditions are terrible. So then DHS deprives them of a hearing with an immigration judge or even a credible fear screening (after expedited removal order) by having them sign all their rights away to DHS

And, there’s this whole other component of the problem: there is literally NO reception infrastructure here in Cap Haitien. Unless there are relatives to pick people up. Just taken from airport, to police station, and dropped on the street. In their ICE sweatpants and no shoe laces.

I was writing fast so what I meant above was that the deported people have most of their families in the U.S., including sometimes their children, more frequently their siblings and spouses. And on the property: deported Haitians had cars, bank accounts. All inaccessible.

And so many of them deported without any documents— with basically this fake form that DHS made up and the Haitian “government” agreed to accept — which was just an expulsion paper. They’ve got no ids.

Their treatment by the US immigration authorities is just unconscionable. Also: many of them have most of their relatives there. And so much property just impounded and stolen by our government.

The prospect of returning to the center of the country— which is extremely insecure and violence— is just impossible. A young man just broke down an started crying at that point. He said nobody cares about me here in Haiti.

I am in Cap Haitien interviewing people deported from the United States. I have been doing this kind of work for almost a decade and it literally does not get more dire than this. People have lost everything they built in the U.S. and are terrified and have no place to go or way to live.

Cream graphic titled "How Colleges and Universities Can Protect Free Speech on Campus". The first bullet reads "Protect Free Speech of All Students and ensure that campus policies on political speech are viewpoint neutral." The second bullet reads "Refuse demands from the government that undermine academic freedom". The third bullet reads "Don’t adopt vague or overly broad policies against discrimination or harassment that chill political speech". The last bullet reads "Avoid deploying law enforcement and crowd control weapons during peaceful campus protests". At the bottom there are protest signs reading "Protect Free Speech" and logos for the ACLU and Amnesty International.

I'll just add that it's, well, interesting that, according to Segura, Will Morva was "executed by Terry McAuliffe in 2017," as if McAuliffe personally conducted the execution. But who "ended the death penalty?" "VA," not "Ralph Northam" or "the Democratic Virginia General Assembly." Interesting.

Post 1 of a 3-post thread:
Liliana Segura (@lilianasegura.bsky.social) posts: "One more thing about the death penalty before going offline. As disgusted as we should be by Trump's bloodlust, we should NOT lose sight of the CENTRAL role of Democrats in upholding, expanding, and enabling this system that seems to horrify so many people right now. It really cannot be said enough."
Post 2:
Liliana Segura (@lilianasegura.bsky.social) continues: "Every time I drive on 1-81 in VA I think of Will Morva, a severely mentally ill man executed by Terry McAuliffe in 2017. That case has stayed with me and will remain with me forever. If there's one bright spot it is that VA has since ended the death penalty. But it makes it all the more senseless."

(Post 3 is not in the screenshot.)Two-panel meme of a cartoon goose chasing a person in a puffy jacket. In the top panel, the goose lunges toward the left with its beak open, and the caption beside its head reads: "WHO ENDED THE DEATH PENALTY IN VIRGINIA, LILIANA?" In the bottom panel, the person runs away to the left while the goose, neck stretched low, chases them. The same caption appears next to the goose: "WHO ENDED THE DEATH PENALTY IN VIRGINIA, LILIANA?"
