The closest I’ve seen a game come to what the OP proposes is this boardgame where the three players are the Big 3 Allied powers meeting to allocate scarce resources—they need to cooperate to win the war but within that structure are competing to win the post-war settlement.

I haven’t really played HOI since I dabbled with the first one many years ago but speaking as a guy who has like five WWII grand strategy boardgames on his shelf, the unresolvable tension is that making a WWII game is just kind of fundamentally Fucked Up in a way you can’t easily work around
