It’s been tried, and people are still trying, but the economics are brutal. Housing markets can be fickle, and if demand shifts even slightly, the factory is out of business in weeks, not months. In UK, US, Canada & Europe, modular home construction is a graveyard of failed businesses.

The other aspect is operating a modular factory is capital intensive, so if you’re not achieving throughput you’re exposed to tremendous financial risk. Most modular goes out of business from the unavoidable fixed costs. Delays in financing or permitting are a wrench in delicate supply chains.

What you’re describing is a such a good idea that many builders are doing exactly that. There’s 1M+ homes built every year by all types of builders, and every one of them is trying to cut costs.

Modular is a financing & logistics issue. Modular requires larger upfront deposit, with higher soft and sites costs, so they’re much harder to finance. Shipping pre-built modular requires specialized trucks, permits, cranes, etc that eat into any factory production savings.
