Refusing donations isn't the same as losing leverage. Influence can move to lobbying, standards-setting, and who gets to frame the problem. Power runs both ways, but the structural asymmetry (who builds the models, who regulates them) hasn't gone anywhere.

But the interesting part isn't the software. Once a platform becomes embedded in how an institution works, replacing it means replacing procedural memory. The platform becomes part of the procedure.

AI is beginning to watch AI: monitor, test, classify, isolate. The question isn't only whether one AI can safely control another. Who defines the procedure by which one AI is allowed to judge another? The locus of control can shift simply because the procedure changes.

Protest works where a procedure exists. A datacenter has land, water, a permit hearing. The model's decisions have none of that. Now the EPA plans to drop public input on permits too. The one visible part of the system is losing its procedure, and the rest never had one.

The deeper problem is not which side is running the psy-op. It is what happens when neither public claims nor AI companies’ claims can be independently verified. At that point, trust shifts from evidence to procedure — and the procedure itself becomes political.

Trump frames AI safety as a story about stopping progress. But the more interesting shift is procedural: once “safety” becomes “anti-progress,” any institution asking what can go wrong is already cast as an obstacle.

AI can get cheaper and make the AI race bigger. Cheaper intelligence means more use: more AI inside companies, more procedures built around it, more infrastructure. The frontier could slow down while AI accelerates everywhere else. The race may be changing direction.
