Oddly enough, this kind of policy-driven story is a better fit for the alternate history genre. It’s the perfect genre for a story about alternate policy decisions and how their downstream effects can improve people’s lives in the setting.

For example, this is one of the reasons I never tried to write a deconstruction of Harry Potter. I have a feeling I’d try to “stick it” to Rowling too much. Sure, she’d deserve it (she’s a terrible person), but I might end up focusing more on proving a point instead of telling a good story.

Sure, it’s possible to do a deconstruction of a story. Pretty sure it’s its own genre at this point. And yeah, a “This is what the protagonist should be doing instead,” story is doable. But you really run the risk of going into “Author Tract” territory. And those rarely end well.
