This is as close as anything to the molten core of modern democracy: can legislators and laws bind executives? That question has been the motive force of a lot of revolutions, democratic collapses, and democratization

A good article overall but this description of what amounts to an illegal action by the administration (Vought is not hiding his intent here) is maddening.
The extraordinary move - holding back about one-fifth of the N.S.F.'s primary research budget — is the latest sign of how the Trump administration is finding creative ways to work around Congress. Lawmakers from both parties have consistently opposed White House-led proposals to cut funding to major science
agencies, including the N.S.F. and the National Institutes of Health.

Good end-of-FY coverage by the Times. The amount of unspent funds has wiggled but it was pretty clear for some time now that NSF was simply not going to spend a substantial portion of its congressional appropriation this year.

The move, affecting about one-fifth of the National Science Foundation’s primary research budget, is the latest sign of how the White House is asserting more control over grants.

Ezra Klein's interview with Bill Gates was interesting because *before* raising the alarm about *humans* misusing the tech to create havoc, he discusses how they are using LLMs for strategy meetings at the Gates Foundation as well as promoting LLM use in poor countries.

Could the "LLMs can't do anything" crowd and the "LLMs can do everything" crowd go somewhere private to yell at each other so the rest of us can have a normal "this new tech can do things previous tech couldn't but is limited in various ways, let's figure out best uses and regulations" conversation?

If I had a magic wand I'd create an open standard for data sharing that journals and funding agencies could test data repositories against. This space is such a mess. E.g., Journals ask *reviewers* to verify data for manuscripts is available. A better system is needed.

Here’s the punchline on nor’easters (called ETCs, extratropical cyclones, in the quote) from the 2025 NJ Science & Technical Advisory Panel assessment
Regarding ETCs, future projections of ETCs show increases in precipitation (Seneviratne et al., 2021). In
addition, some studies suggest northward and eastward shifts in tracks of ETCs (Seneviratne et al., 2021;
Zappa et al., 2013). Frequency and intensity changes under future climate scenarios are ambiguous due to
low model resolution and the wide breadth of study areas (Priestley & Catto, 2022). However, a recent
study of the impacts of climate change on the intensity of explosive cyclones (a rapid deepening and
intensification of ETCs) in the North Atlantic has found warming scenarios will create more intense
atmospheric rivers that are also associated with explosive cyclones deepening earlier and for longer
periods of time: this is expected to result in potentially more hazardous future storms (Lopez-Marti et al.,
2025). In addition, so-called “pseudo-global warming” experiments, in which the effects of climate change
are simulated by imposing large-scale changes in environmental conditions (e.g., sea surface
temperatures, vertical temperature profiles), indicate enhanced ETC activity over the North Atlantic and
offshore of the US east coast (Michaelis et al., 2017). In another pseudo-global warming study, Willison et
al. (2015) found that horizontal resolution greater than what is used in most current climate models
results in an amplified storm track response.

A good visualization from the NYTimes. It would be great (and surely depressing) to see this for NSF and other agencies. I know the Office of Polar Programs, for example, has lost about 2/3 of its staff. The damage runs deep and it'll take many years to fix.
