These are green keel-bellied lizards (Gastropholis prasina) enjoying a sprinkling in their enclosure. These particular lizards are described as "Tiffany Blue", the result of an "axanthic" mutation that blocks their normal yellow pigment, revealing the underlying blue pigment. Also: MLEM.

I do not think it would be safe. There are periodic spalling events that drop off rocks along bedding plane perpendicular joints. I think people would facilitate that action if they got up there, to their own detriment and those below.
