No one should take at face value the Trump Admin's claims it just wants to reduce #Medicaid fraud. Actual goals: (1) punishing politically disfavored states (2) justifying the largest Medicaid cuts in history in H.R. 1 and (3) justifying further Medicaid cuts including capping federal funding.
