Oh, forgot to mention the disease: anti-vax is unfortunately alive and well in 2097 and despite common vaccines being available for free (sometimes) a lot of people don't vaccinate so people are sick all the time and a disturbingly-high number of kids and old people die every year from disease.

The interior is either too hot or too cold and usually humid. It's only livable thanks to constant work by the occupants to keep the place semi-repaired. Outside, most space is covered in shanties built to house climate refugees. There's minimal sanitation, their water and electricity is stolen

Her building is falling apart: chipped and moldy concrete walls, pipes leaking water (or worse), dimly-lit halls, elevators that often infrequently work, homeless people sleeping outside or in homemade "coffins" (enclosed bunk beds), and everything smells like trash, sewage, and mold.

The entire space is incredibly crowded with their possessions. Think something like this:
