I will try my best to explain in this alt text.

At the top, the International Community of Nations oversees the Peace Implementation Council and a High Representative. The High Representative controls all levels below.

Going down a level, the state has a rotating three-member Presidency who nominate a Prime Minister that leads a Council of Ministers. We've also got House of Representatives (lower house) and House of Peoples (upper house).

Going down another level, the country is divided into two entities: the Federation of Bosnia and Herzegovina (with its own presidency, parliament, and 10 self-governing cantons) and Republika Srpska (with a president, government, and National Assembly) AND the Brčko District.

Both entities then also subdivide further into communes and cities with mayors, councils, and local governments.

I think that's my understanding. It took me an hour to understand and write this in a semi-concise manner. And all for a dumb meme.
