I suspect that it really means the destruction of Israel, but they are smart enough to not say it directly. Unlimited "right of return" is one code word for the destruction of the Jewish state. Israel's current mass of war crimes and crimes against humanity is making it more difficult to defend it.

We have other words for those things. The only reason Israel's opponents want to use that word is that they want to parallel it to the Holocaust. That's obviously a horrible comparison, and denigrates both Holocaust victims and the victims of Israel's current terrible crimes against humanity.
