I wish this were actually true, but NYC has a budget roughly 8x larger than the entire state budget of MA. It's an economic powerhouse with a unique capacity that was underutilized for a long time. Also, NYC's ability to self-govern is significantly greater than many places.

Unfortunately I don't think this phenomenon, causal link notwithstanding, is universal. My personal experience is that drivers tend to treat narrow, unstriped roads as if they're one-way. They not only don't slow down, they drive down the middle, forcing me into a game of chicken.

There have been multiple occasions where gravity assist has me speeding (25-30mph) in a 20mph zone, and drivers will still lay on their horn and punish pass me. There is simply no speed on a bicycle that is fast enough for a driver, and they do not care if their impatience endangers you.

Yesterday afternoon, riding my bike to meet up with a friend in Somerville, a driver sat just off my rear wheel on School St. for the 1,000 ft from Summer St. to Somerville Ave. Just staying as close as he could without hitting me. If I'd had to brake for any reason he'd have rear ended me.
