'Langer ouderschapsverlof kan personeelstekort in kinderopvang tegengaan'
Zorg dat ouders tijdens het eerste levensjaar van hun kind langer betaald thuis kunnen blijven. Dat is beter voor de baby en bovendien een mooie manier om het personeelstekort in de kinderopvang te verminderen, zeggen economen.ppHet kabinet besloot onlangs om het plan voor bijna gratis kinderopvang op de lange baan te schuiven. De opvangkosten voor ouders kunnen voorlopig niet omlaag vanwege het personeelstekort in sector, aldus het kabinet.ppMaar dat personeelstekort kun je deels oplossen zonder extra personeel, denken twee economen: door ouders langer ouderschapsverlof te geven, bijvoorbeeld een half jaar. In die periode is er dan geen opvanglocatie voor de baby nodig.ppVooral babygroepen zijn arbeidsintensief voor kinderopvanglocaties. De opvang moet 1 pedagoog inzetten per 3 babys tot 1 jaar. Voor oudere kinderen gaat het om 1 per 5 of soms zelfs per 8 kinderen.ph2Vraag gigantisch omlaagh2pMet langer betaald verlof gaat de vraag naar kinderopvang gigantisch omlaag, want babys worden niet opgevangen en je speelt personeel vrij voor de oudere kinderen, zegt Thomas van Huizen, econoom aan Universiteit Utrecht. Met hoogleraar economie Janneke Plantenga maakte hij de bijbehorende berekeningen.ppMet een half jaar ouderschapsverlof wordt het personeelstekort een stuk kleiner, concluderen ze. Als dat verlof wordt verlengd naar een jaar verdwijnt het tekort zelfs helemaal. Dan komen er ongeveer 11.000 opvangmedewerkers vrij en is het huidige personeelstekort van rond de 7000 mensen ruim opgelost. Het geld dat dan overblijft zou de overheid kunnen besteden aan meer betaald ouderschapsverlof.ppDe economen zeggen er wel bij dat tijdens het ouderschapsverlof het volledige loon moet worden doorbetaald, in plaats van zoals nu 70 procent van het loon. Want anders gaan ouders alsnog eerder werken, omdat hun verlofuitkering fors lager is dan het salaris dat ze verdienden.ph2Niet gewend aan verlofh2pZon langer ouderschapsverlof is nog niet ingevoerd, omdat we in Nederland geen traditie hebben van betaald ouderschapsverlof, zegt hoogleraar Plantenga. Sinds drie jaar krijgen ouders een deel van het ouderschapsverlof betaald. En dan alleen omdat het moest van de EU, niet omdat er hier veel discussie over was.ppNederland kent ook nog een zwangerschapsverlof en partnerverlof. Die regelingen zijn in vergelijking met regelingen in andere landen kort en gaan gepaard met een lage vergoeding. Bovendien zijn ze vooral toegankelijk voor mensen in loondienst.ppVolgens onderzoek uit Denemarken en Itali kan het slecht zijn voor babys tot een jaar om naar de crche te gaan. Het zou op latere leeftijd het risico verhogen op een lager IQ, ADHD en depressie.ph2Goed voor oudere kinderenh2pVoor kinderen ouder dan een jaar is er ruim wetenschappelijk bewijs dat opvang juist nuttig is. Zo zitten kinderen die naar de opvang zijn gegaan doorgaans beter in hun vel, doen ze het beter op school, hebben ze een betere gezondheid en lopen ze minder risico om later in de criminaliteit of armoede te belanden. Dat blijkt uit studies waarbij kinderen in de VS, Noorwegen en Zweden decennia zijn gevolgd.ppVooral kinderen uit kwetsbare gezinnen hebben baat bij kinderopvang. Daarom vinden economen al langer dat kinderopvang ook betaalbaar moet worden voor ouders die niet werken.ppHet is tijd dat de Nederlandse overheid dit inziet, zegt Karen Strengers van Branchevereniging Maatschappelijk Kinderopvang. Opvang wordt hier vooral als een noodzakelijk kwaad gezien of als arbeidsmarktvoorziening. Dan zwabbert het beleid. Ouders en opvangorganisaties weten nooit wat ze kunnen verwachten.ph2Geen opa en omadag meerh2pMocht de kinderopvang op termijn goedkoper worden, dan verwachten onderzoekers dat ouders ongeveer evenveel blijven werken als nu en een oppasdag bij opa en oma inruilen voor professionele opvang.ppBerekeningen van het Centraal Planbureau en het Sociaal Cultureel Planbureau laten zien dat bijna gratis kinderopvang er amper voor gaat zorgen dat Nederlandse ouders meer gaan werken. Dat laatste was al jaren de belangrijkste reden om opvang betaalbaar te maken.ppDe grootste economische winst zit dus ergens anders, denken Plantenga en Van Huizen. Ze berekenden dat in Spanje elke euro die werd genvesteerd in betaalbare opvang voor kinderen de overheid onder de streep 4 euro opleverde. Dat kwam vooral doordat opvang goed was voor de ontwikkeling van kinderen. Zij deden het beter op het gebied van gezondheid, school en werk.ppNa de zomer komt het kabinet met een nieuw plan voor alle verlofregelingen.p
