They passed a separate law to allow it for the 250th, similar to the one they did with President Coolidge for the 150th. However, that one was a commemorative coin not meant for circulation and included President Washington as well. This is abhorrent to the spirit of the original law.

Donald Trump is so stupid he thinks signing an Executive Order is like signing a law that affects all Americans. It is not. An Executive Order is basically a press release to the public. Executive Orders affect only federal agencies (until voided by Congress or the courts), but not the public.
