Levitsky acerta ao notar que autoritários vencem porque elites lhes dão salvo-conduto. Mas sua saída é confiar em “elites responsáveis” que mantenham a democracia com participação limitada. Uma crítica ao autoritarismo que acaba presa numa visão elitista da própria democracia.

Com 331 votos (eu previa 332!), passou a moção de censura contra o governo de Michel Barnier. É a primeira censura de um governo na França desde 1962! Macron construiu esse cenário com a dissolução do parlamento e a recusa de negociar com a esquerda, ficando refém de Le Pen.

Com a demissão do premiê após uma moção de censura programada para quarta, cresce o movimento pela renúncia de Macron. Esquerda e extrema-direita pedem sua saída. Nada o obriga, mas sem novo governo, ele pode repetir Alexandre Millerand, forçado a renunciar há 100 anos, em 1924.

Sem maioria no parlamento francês, o primeiro-ministro Michel Barnier apela ao artigo 49.3 da Constituição para aprovar o orçamento sem voto. O revés: isso permite uma moção de censura contra o governo, que deve passar com os votos da esquerda e da extrema-direita.

Comparações entre nossa época e a ascensão do fascismo nos anos 1930 são corretas, mas limitadas: cem anos atrás, havia uma ameaça revolucionária de esquerda para assustar as elites. Hoje, esse risco inexiste. O apoio à extrema-direita é para não bancar o mínimo de welfare state.

As eleições em São Paulo me lembram 2012, quando, às vésperas, tínhamos empate triplo entre Russomanno, Serra e Haddad. A diferença é que Haddad estava em forte ascensão, e Russomanno derretia. Hoje, é difícil ler tendências. Em muitas pesquisas, as oscilações são inconstantes e na margem de erro.

É perturbador. O novo ministro do Interior da França (da direita dita "tradicional") tem feito discursos enfáticos pela convocação de referendos para reformar a Constituição e contornar decisões da Corte Suprema que protegem direitos fundamentais de imigrantes. A extrema-direita já está no poder.

Estive ocupado nos últimos dias e não pude comentar o chá revelação dos ministros do novo governo de direita da França. É um desfile de figuras notáveis. Além de um monte de gente contra o casamento gay, temos o ministro do Ensino Superior que defendia liberar hidroxicloroquina contra COVID em 2020.

Para quem tinha alguma dúvida: Marine Le Pen diz em discurso que coloca "linha vermelhas" que o governo Barnier não pode ultrapassar, sob pena de censura. Confirma-se que Macron decidiu por vontade própria se tornar refém do lepenismo – para não dizer que se converte em seu aliado tácito.

Segundo uma pesquisa Elabe, 74% dos franceses julgam que Macron ignorou o resultado das eleições ao nomear Barnier como primeiro-ministro. Enquanto isso, sobe para 52% aqueles que desejam a destituição do presidente (um aumento de 8 pontos em duas semanas!).
