On today’s EP debate on the MFF: no deal on the MFF would not just mean a freeze of current spending levels but also a freeze to the budget *structure* - meaning no shift of spending to new priorities. Also, NGEU repayment will kick-in regardless, eating into whatever money is left.

On the economy ("our number one priority"), the Commission seems to be withdrawing to a purely procedural approach: the One Europe, One Market Roadmap (while useful!) does not contain any commitment of substance, only on timing - and it does not tackle the issue of national vs EU competences #SOTEU

The key analytical lens to approach #SOTEU is whether any of the actions proposed are full-fledged policies or mere initiatives: does the Commission propose something that it can (and want) to pursue over time and across different layers of governance and which is coherent with other action taken?

If you needed a warning about whether the next MFF will ensure the EU achieves all its objectives, look no further than the latest @euauditors.bsky.social report on #RePowerEU. It's not just the total sum that matters but the governance: without quantifiable objectives, implementation is diffuse.

The European Parliament's Committee on Economic and Monetary Affairs just approved, in first reading, the proposal for a Digital Euro with 43 votes in favour, 14 against and 1 abstention - the first step towards what could become the world's first fully-digital sovereign currency.

As everyone waits for the Council's negobox negotiating position on the MFF, worth remembering that as things stand now the context for the next budget is (a) no more RRF spending which terminates this year, (b) NGEU repayment, and (c) an end to the National Escape Clauses on defence+energy by 2028.

The end of FCAS also throws into doubt underlying quasi-neofunctionalist assumptions on defence industrial integration: shrinking fiscal space was going to structurally force EU Member States to co-operate.

The European Commission gives Member States extra fiscal flexibility for energy spending - by opening up the National Escape Clauses originally intended for defence spending. The clearest sign yet just how much diverging policy priorities compete for ever shrinking fiscal space.

As wild as today's NYT story on Ahmadinejad sounds (obv I have no idea whether it's even remotely true) it underlines the point that there will be no simple off-ramp to the Iran war if by off-ramp we understand reverting back to the pre-war notion of stable (though bad) but predictable relations.

For any lovers of EU governance debates I recommend reading this week’s @nbb-bnb-fr.bsky.social paper by Wunsch & Langenus not because I agree with all it says, but because it asks some good questions. I agree EU debates often lack a reflection (or even consideration) of trade-offs.

Interesting that Eurogroup Pres Pierrakakis mentions that national measures to buffer against high energy prices need to comply with fiscal rules - presumably reflects realisation that this crisis could last much longer than originally hoped.

What we are seeing in EU energy and energy security policy right now is a classic governance problem (Who does what and how) in an asymmetric system with mixed competences (EU/national).

The IMF is clear: increased defence coordination in the EU leads to higher economic growth and lower debt (blue line) compared to going-it-alone scenarios - provided Member States work together on procurement to achieve economies of scale, and buy European instead of importing all equipment.

I see a lot of descriptions here of the present situation as a potential “American Suez”. The current situation may well turn out to be a watershed. But while Suez marked the passing of the baton from one hegemon to another, the systemic level remained stable - which looks increasingly unlikely.

A Tale of Two Cities: Compare yesterday’s #EUCO conclusions to the March 2022 Versailles Declaration. While both emphasise renewables and grids, the latter also included a call to reduce energy demand. This then translated into the REPowerEU plan with its energy efficiency measures.

I find it very telling this #EUCO European Council was/is first hailed as a summit on competitiveness, then geopolitics, and now energy. In reality all three form a triangle, and unless agreement is found adressing all three issues, the EU won’t be getting out of the corner it is in.

Sobering statistics on labour mobility in the single market, at least from the perspective of matching skills with labour market needs: less than a third of moves to other EU countries are motivated by employment considerations, compared to family reasons with 45%.

If the EU wants to be serious about defence, we need to talk money and the economy: unless Member States reform public budgets in 2027/28 debt levels rise rapidly due to defence spending projections. (blue/back lines: unchanged fiscal policy; other lines: Member States following medium-term plans)

Enhanced co-operation is more of a Pandora’s Box than meets the eye: While 26 out of 27 Member States moving ahead might unblock a stalled situation, the minimum of 9 MS going alone risks leading us into a Holy Roman Empire of overlapping micro-jurisdictions - the very opposite of a single market.

What always strikes me with analyses of European responses in the international arena is how readily the term “unity” is used, without questioning whether this is temporal or structural: Are we seeing unity, or merely an alignment of views? And in how far does it translate into pro-active policy?

Last night the US National Defence Strategy was published, and it was a fitting end to this week underlining for Europeans and other US allies that the old world is not coming back. 'You're on your own, kid' seems the main message to me.

In the age of global power politics and spheres of influence the EU’s external room for manoeuvre is shrinking fast. Its internal market though still provides it with levers to create agency, if it wants to use them - including for building a sound internal capital market to finance its security.

The Capital Markets / Savings and Investments Union too often flies underneath the radar as too complex/divisive/long-term but this chart illustrates why it should be a top priority: *Half* of all investments by EU households go abroad, rather than being channelled to EU companies who need capital.
