Simple: for some reason, Wind Waker's ending is a pre-rendered movie. No one knows for sure why. It doesn't suddenly make the production values skyrocket for the one cutscene, it literally looks identical to the rest of the game. Wind Waker HD's ending cutscene is done in-engine instead.

The beauty of it is that you CAN still install it from the disc, but you don't HAVE to boot from the disc after the first time. It's the best of both worlds, as long as the full game is indeed on the disc.

I want to say Metal Gear Solid: Twin Snakes is also close to taking up two GCN discs, but I can't verify it. GameCube games are tiny by modern standards and the amount of storage was irrelevant to console players back then, so finding concrete numbers is a bit difficult.

The largest single GCN game size is Super Mario Sunshine at 1.35 GB, close to the whole disc. Wind Waker is a close second at 1.3 GB (ironically the HD remaster is actually smaller). The largest multidisc releases I could verify are Baten Kaitos Eternal Wings and Resident Evil at ~2.6 GB.
