CDC has data by age groups and blood lead levels at the county/state level but it is focused on ages 0-6 when exposure is more likely. Check out ephtracking.cdc.gov

Econ101 - it is all about elasticities. Common issue for local govts - assuming any new fee/tax is not passed on. This will lead to some rent increases.
