I believe that we usually misconceptualize clear language in writing especially in academia. It does not neceserraly have something to do with clear ideas. One can have some clear ideas and still doesnt want to express them in a clear way. Communication is not the only reason of writing.

You are a photographer in the field and I come up with a camera: 8x11 CMOS, 17 MP only in JPEG, 32mm 2.8 Compact lens. No video. I ask you what year the camera was produced. What would you say? Fujifilm says 2025 and wants you to pay 800 Euros to have it. Sorry but it is beyond fraud.
