It's classism. Gentry (like the quoted Natalie Wynn) hate being confronted by those they see as their lessers and hate seeing other gentry confronted too (their status should put them above that!). So any angry demo is automatically bad even if historically it's an incredibly effective tactic.

This exactly. Also, from long experience dealing with local governments, they have plenty of power over the police (nyc mayor in particular is one of the single most powerful local officials in the country) but choose not to use it because cops are useful to them and the gentry like crackdowns.

Complicit isn't causal, sure, but it's far cry from innocent. Everybody complicit and also trapped gets consideration for being in the trap. Case by case, as one examines whether they did anything to get free of the trap. Everybody complicit and comfortable? They can be grouped with the monsters.

One of the helpful simplifications you can do is to arrange the guys who did it riiiiight next to those who tried to hide it or smooth it over- and now you can categorize them together as one group- and deal with them exactly the same.
