With the War Powers Resolution's (WPR) 60-day clock running out for the #Iran war, let's clear up a few things: 1) The deadline for #Trump to get authorization from Congress was *before* he went to war. That is required by the Constitution, which gives that power to Congress, not the President.

The U.S. RUDs to the Genocide Convention state its understanding that “intent to destroy” requires “specific intent” and that acts committed within armed conflict w/out specific intent to destroy would not qualify as genocide. An intentionally high bar that the US President states intent on meeting.

ARTICLE I
The Contracting Parties confirm that genocide, whether committed in time of peace or in time of war, is a crime under international law which they undertake to prevent and to punish.
ARTICLE Il
In the present Convention, genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethni-cal, racial or religious group, as such:
(a) Killing members of the group;
(6) Causing serious bodily or mental harm to members of the group;
(e) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;
(d) Imposing measures intended to prevent births within the group;
(e) Forcibly transferring children of the group to another group.
ARTICLE III
The following acts shall be punishable:
(a) Genocide;
(6) Conspiracy to commit genocide;

"(1) That the term 'intent to destroy, in whole or in part, a national, ethnical, racial, or religious group as such' appearing in article II means the specific intent to destroy, in whole or in substantial part, a national, ethnical, racial or religious group as such by the acts specified in article II.

(4) That acts in the course of armed conflicts committed without the specific intent required by article Il are not sufficient to constitute genocide as defined by this Convention.
