i think you're pointing to a real collective action problem, in that people can use eg claude to impose more costs on their colleagues, and those of us who don't use LLMs are going to be seriously feeling the strain if this continues

Some of this advice generalises outside North America, some doesn’t. Increasingly the high quality articles in the pipeline are not enough. Cash strapped departments want you to recruit bums on seats, bring in grants, and take over admin functions left unfulfilled after the office staff is ‘let go’.
