As you may know, Section 1217, which is also known as Section 219 and formerly Section 224 in the House version of the NDAA, contains provisions from S. 3855, the United States-Israel Framework for Upgraded Technologies, Unified Research, and Enhanced Security (FUTURES) Act. If enacted, the Secretary of Defense would be directed to establish anew United States-Israel Defense Technology Cooperation Initiative.

I understand your concerns about this provision, including how it would codify bilateral defense technology research, development, testing, evaluation, integration, and industrial cooperation with a foreign nation with limited Congressional oversight.

While the FY27 NDAA has not yet come before the full Senate for a vote, please know I will keep your concerns in mind as the Senate debates provisions and amendments to the NDAA. I am committed to working with my colleagues to craft legislation that bolsters our national security, supports our Servicemembers, and promotes our values in the foreign policy space.
