The law doesn't even have to change for states to stop covering prescriptions, respiratory care at-home, home and community-based services, hospice etc. A lot of optional Medicaid benefits that can be taken away from people even before they're kicked off Medicaid. www.medicaid.gov/medicaid/ben...
