The bombing of Jinzhou was conducted without the prior knowledge or approval of the Imperial Army (IJA) General Staff in Tokyo. It was one of the first bombings of a city since the end of World War I, caused a diplomatic incident, made headlines around the world, and then was largely forgotten.
