This is because the DC Board of Elections is waiting to release results until everyone has voted, and there were lines of late-arriving voters at some election sites when polls closed. Josh could have easily learned about this (entirely reasonable) policy because the board publicly announced it.

There are entire schools all over rural America that won’t be able to open in the Fall if their teachers can’t get visas. Military families expecting au pairs will have to find alternative child care that may be prohibitively expensive. Tourist hubs in the U.S. will be chronically understaffed.
