D.C. residents should have the same opportunity to make local decisions through leaders they elect. In 2002, ACLU-D.C. challenged the false arrests of seven people at an anti-World Bank demonstration in Pershing Park. The District agreed to pay $425,000 in damages to the plaintiffs, and expunge their records. D.C. Police Chief Charles Ramsey also issued an apology: “You should not have been arrested or detained.”
