The military presence in our nation's capital must end, and D.C. must become the 51st state. Tell your members of Congress to support D.C. statehood: action.aclu.org/send-message/congre…

The chain of democratic accountability in D.C. is broken. Without statehood and a vote in Congress, D.C. residents have little power to hold any National Guard troop accountable when they violate our rights. We need D.C. statehood now. And we need your help to achieve it: bit.ly/4pJb04t

President Trump is trying to take control over Lafayette Park — a critical site for exercising First Amendment rights in D.C. — by building a permanent fence that would give the administration unfettered power to close the park at will to avoid public accountability. Here's how you can help.

President Trump's deployment of National Guard troops to D.C. should concern every U.S. resident. Why? Because he's using D.C. as an extreme testing ground to see what he can do in other states and cities. Listen to "Troops in the Nation's Capital: One Year Later" on Youtube: bit.ly/4wUZsP9

Sam O'Hara's story is an important reminder of this fundamental truth: Our constitutional right to free speech grants us the freedom to criticize the government. We won't be intimidated into silence by any government official.
A photo of National Guard troops walking around Washington, D.C. with a semi-transparent black overlay. White text reads: "The government doesn't get to decide if your protest is funny. In September 2025, D.C. resident Sam O’Hara peacefully followed National Guard troops while playing the Imperial March from Star Wars. O’Hara’s protest is protected by the First Amendment, but that did not matter to one member of the Ohio National Guard, who called D.C. police officers to “handle” O’Hara. When the officers arrived, they detained and handcuffed O’Hara.

Represented by ACLU-D.C., O’Hara sued the Ohio National Guard sergeant and four MPD officers for violating O’Hara’s First and Fourth Amendment rights. In June 2026, the District of Columbia agreed to pay to settle the lawsuit against D.C. police. The case against the Ohio National Guardsman is ongoing.

We can't normalize military deployments on the streets of the United States as a part of daily life here or anywhere else. Several governors have wisely brought their state’s National Guard members home. It’s time for the remaining governors to end their participation in Trump’s theatrics.

We cannot let military deployment on the streets of the United States become normal or acceptable as a part of daily life here or anywhere else. We need D.C. statehood now. Our local and national democracy depend on it. Read the full statement: bit.ly/4hZUjkb

Executive Director Monica Hopkins on the one-year anniversary of National Guard Troops in the Nation’s Capital. For one year, the people who live and work in D.C. have faced the unnerving presence of military troops on our streets, ordered there by our own country’s federal government. The Pentagon’s acknowledgment that the deployment will continue until 2029 confirms what we’ve said all along – there is no real emergency here."
