Sure they're not *allowed* to do any of that. But they could just go ahead and do it anyway, and if no one stops them, then their actions might eventually be challenged in court, long after they've screwed up the election, and in a court system that has a lot of corrupt/MAGA judges.

That's just one portion of the population though. There's also the sizable group that generally doesn't vote, and that seems to me like an easier group to go after, rather than expend great effort to squeeze some votes from those who are largely or fully in opposition to the Democratic party.
