Forget about the EU blocking statute. The real answer to the US exploiting dependencies is removing the dependencies swiftly (months). In software, that's easier than thought. We are doing it. In finance, there are suboptimal ways to work around US infrastructure, but the digital euro is coming.

We don't really have 27 armies due to de facto integration of units across borders (eg Dutch army integrated into German army). We also have close cooperation within NATO, but due to SACEUR being a yank we can never fully rely on that. There is NO sovereignty argument for keeping defence national.

There are of course multiple ongoing projects (since >10 years) for reusable rockets, such as Prometheus. The below message may suggest that Europe is only now starting to think about it. Not the case. A "eurusable" rocket will be operational within a few years.
