1. he is lying (like about literally everything);
2. if (by some miracle) he isn't lying, the USD 5000 come out of their own pockets (it's taxpayers' money).
Deliberately crashing the American economy—costing American families well over $5,000 each—and then promising to pay those families back $5,000 but *only if* they keep letting him abuse them and the country for two more years...
