I'm not sure what you mean. "Simulate" what/how? If you _do_ airgap, you need to mirror the whole of NPM, PyPI, Crates.io, the package repository of the Linux distro in use, User-repositories like AUR, ideally Github, etc., etc. inside that airgap. Did you mean they should have done that?
