Even if Canada decides not to do it, it should be clear that as an option it has Canadian public support. Canadian negotiators could point to it as a real threat and play the "good cop". 010

Our response has to be measured, reasonable and fair. If Trump continues to escalate then those cards may be played when appropriate. 000
