The idealized housing model always seems to be the 1950s postwar suburban boom, which was an unsustainable model depending on rapid expansion of freeways out to cheap land neither of which is happening again. We do have starter homes, they are called condominiums.

New condos are rare in a lot of markets because poorly thought out consumer protection laws made for-sale multifamily housing very financially risky to build. There are efforts to fix this. ternercenter.berkeley.edu/research-and...

The condo market is also under built. My understanding is that at least partially relates to rules around financing requirements written in the wake of the Great Recession.
