After many years where, as a nice middle class boy, I was brought up to respect authority and believe the police were 'on our side', I eventually came to understand that ACAB. Not all the time, but it's always when it would actually make a difference to victims and vulnerable people.

How did a 'rogue unit' manage to access £2+ million of budget to hide and relocate one copper? Who signed off on that budget? This goes to a very senior level and some of these people need prosecution. Won't happen though- see Hillsborough, the Beanfield, Orgreave...

You can’t accidentally spend £2.5m hiding a “bad apple”; why would you? If this was really an exception to the rule, the police would deal with the individual and welcome the public examination of their otherwise good service. A cover-up _IS_ institutional; it _REQUIRES_ widespread wrongdoing.
