Yeah sounds like the subfloor is there but the actual tile, carpet, whatever is something the renter pays to put in...which...wild.

it's a subfloor although there are apartments with floors primarily rented short term to expats.

Flooring usually means things like linoleum or tile

I have learned that in Germany, some renters do actually take the FLOORING (wood slats, etc) with 'em but it seems less common than their standard practice of taking their whole ass kitchen with them (appliances, counters, countertops) so it would not surprise me if the Netherlands does it too...
