Flooring seems different than floor so do they mean like rugs?

Yeah sounds like the subfloor is there but the actual tile, carpet, whatever is something the renter pays to put in...which...wild.

Subfloor would be like concrete, plywood, unfinished surfaces not designed for traffic I would think.
