As you may have guessed: Why, yes, I did just have a proposal decline. But it is progress, of a sort, that I take these more in stride now. (Hence: not a complaint. Not really.)

and sure, I understand that the proposal review format may be more condensed and broad-strokes than a paper review, but that doesn't explain the frequency of gross misreadings. Maybe the problem is that referee specialization is more likely to be a mismatch for your work?

Perhaps referees are less motivated to invest work understanding a document that doesn't represent a finished outcome?

Back on this site to make an observation (that will sound like a complaint, but isn't): one of the things that shocked me most as a new PI was how proposal review quality is significantly worse than journal review quality. Why should this be? I think volume demands aren't worse for proposal referees

The jarring moment for me was looking in a library of successful tenure dossiers and seeing an applicant who did 5x fewer than me in his probationary period. Newly hired asst profs should check out this library on day 1!
